Tips for you
I had heard about this place from friends who live in Kyoto. Went there on a very lively night and had a great time. The reputation was well earned. For me, two words: free darts! They had dart corners at both ends of the bar. It was a $10 (1000yen) deposit to get the darts, and they were real hard darts. I got the deposit back after I returned the darts. They also had table soccer. Lots to drink at this place. One of the most fully-equipped bars I have ever seen in Japan. It's also quite a big place, especially for Kyoto. Great fish and chips. They also had live music (it was a Friday). All-in-all I had a great time. Friendly staff who speak English. Also, free wifi and sports on TV. Check it out. Located right next to the Sanjo Keihan station. This station is next to the famous Sanjo Bridge area where people gather at the river.

They provide you with more than 10 different kinds of beers on tap and 30 different kinds of bottled beers. When I visited there they also had a special "Belgian beer" selection. As a British pub, of course all the bartenders speak English fluently and are very helpful. You can choose between anything from Japanese beers to British Ales. I, personally, am not interested in football so I don't care whether they have TV or not. But if you are a football lover or love to play darts, you shouldn't miss Pig & Whistle in Kyoto!
